William A. Yoder, IFAS
Owner
& Chief Appraiser
Bill has been a real estate appraiser since
1972, and the Owner & Chief Appraiser of West Penn Appraisers, Inc. since its inception in 1983. He was one of the first 50 General Appraisers to be state certified when required in 1991. Although not active in selling residential or commercial real estate, he is currently a Real Estate Broker in Pennsylvania. After serving two years in the U.S. Army, Bill attended Edinboro University of Pennsylvania. His professional experience includes: Instructor for National Association of Independent Fee Appraisers (NAIFA); Member of the Board of Directors, NAIFA, 1985 to 1988; National President of NAIFA, 1992; Chairman of Education Committee for NAIFA, 1987-1988; Instructor of real estate appraising, Robert Morris College, Career Growth and Allegheny Community College, Career Growth; Member of Board of Directors, North Suburban Multi-list Service, 1971 Bill provides expert court appearance testimony for tax appeals, condemnation, and other legal matters. He is also an active market participant as a partner in a real estate development company.

Jeffrey C. Behr
General Manager
Jeff has been an appraiser with West Penn Appraisers, Inc., since 1986. He previously sold real estate while earning his Bachelors Degree from the University of Pittsburgh. Although not active in selling or listing, he maintains the re-certification as an Associate Broker within Pennsylvania. He was one of the first 100 General Appraisers to be state certified when required in 1991. He has held several past positions (both regionally and nationally) within the National Association of Independent Fee Appraisers. He has experience with expert witness testimony, municipal property acquisition, condemnation proceedings, relocation reports, as well as in other specialized properties. Jeff manages the Residential Division, in addition to overseeing the daily operations of the company.

R. Daniel Watenpool
Commercial Appraisal Manager
Dan has been employed by West Penn Appraisers,
Inc. since March of 1997. He has state certification as a General
Appraiser. Dan has completed many appraisals on complex, multi-use
residential, commercial and industrial properties. These include
municipal property acquisitions, condemnation, acquisition and
development and ad valorem tax appeals, as well as several large
projects for various Urban Redevelopment Authorities. He has
experience providing expert witness testimony on many of these types
of appraisals. Although not active in selling residential or
commercial real estate, Dan maintains the re-certification as a Real
Estate Salesperson within Pennsylvania. He is also an active market
participant as a partner in a real estate development company. Dan
manages the Commercial Division of appraisers.

Jason Karner, Residential Appraiser
Jason has been an appraiser with West Penn Appraisers, Inc. since September, 1998. Prior to working at West Penn Appraisers, Jason earned a Bachelor of Arts Degree from Duquesne University. Although not actively listing or selling properties, he holds a current salesperson license in the State of Pennsylvania. Jason has experience appraising a wide variety of single-family dwellings, as well as multi-family dwellings (2-4 units), condominiums and co-ops. In addition to appraisals for mortgage financing, Jason has experience in appraising properties for tax appeal, pre-purchase business decisions, estate planning, and equitable distribution. Jason also has experience appraising farm-type properties and vacant land.

Scott Karner, Residential
Appraiser
Scott has been an appraiser with West Penn
Appraisers, Inc. since 2002. Before coming to work for West Penn
Appraisers, Inc., he attended Penn State University and earned a
Bachelor of Science Degree. While a student at Penn State, Scott
spent many of his summers as an intern for West Penn Appraisers,
Inc. Scott has extensive experience appraising many types of
properties, including family dwellings, multi-family dwellings (2-4
units) and condominiums. He also has experience with farm-type
properties. In addition to appraisals for mortgage financing, Scott
has experience for the intended use of equitable distribution
purposes, tax appeals, estate planning and pre-purchase business
decisions.

Mark Pascek, Residential
Appraiser
Mark has been a real estate appraiser since
September, 1992 with West Penn Appraisers, Inc. Educational
experience includes a Bachelors of Science Degree from Penn State
University with a Major in Real Estate in 1989. Prior work
experience includes the position as property acquisitions director
from 1990-1992 for Eastern Environmental Services, Inc. and Real
Estate Sales License with Landmark Real Estate in 1990. Mark
currently specializes as a real estate appraiser in lending
refinance, purchase, REO, HUD/FHA approved appraiser since 2000, tax
appeal and relocation appraisals.

Kelly Wojcik, Residential
Appraiser
Kelly has been with West Penn Appraisers, Inc.
since June, 1998 and is a certified real estate appraiser. She has a
Bachelors of Art degree from Westminster College. She also is a
certified real estate salesperson. Her specialty is in Employee
Relocation Appraisals (ERC), in which she develops an anticipated
sales price for relocating employee’s homes. She helps communicate
among all persons involved in the relocation appraisal process.
Kelly’s experience and her knowledge of the MLXchange and RealSTATs
databases help with her knowledge of the local markets. Besides
corporate relocation appraisals, Kelly also has ten years experience
with mortgage financing and private appraisals.

Andrew Yoder, Residential
Appraiser
Andy has been with West Penn Appraisers, Inc. since
1989, when he started as an appraiser trainee. He has been a
certified residential appraiser in the Commonwealth since 1992. He
has experience appraising single-family dwellings, as well as
multi-family dwellings (2-4 units), condominiums and co-ops. In
addition to appraisals for mortgage financing, Andy has experience
in appraising properties for tax appeal, pre-purchase business
decisions, estate planning and equitable distribution. Andy
honorably served his country for the US Army’s 3d Armored Cavalry
Regiment having been deployed to Bosnia and Iraq. Honorably
discharged as a highly decorated staff sergeant, Andy received the
Bronze Star for service in Iraq.

Clay Cassidy, Commercial
Appraiser
Clay has been employed by West Penn Appraisers,
Inc. since October, 2002. Before his employment with West Penn
Appraisers, Inc. Clay served in the United States Marine Corp.
During Clay’s last tour in the Marine Corps he served as a
scout/squad leader for 2nd Division 2nd Battalion Light Armored
Reconnaissance Platoon in Operation Enduring Freedom in the Persian
Gulf and in Africa. Sergeant Clay Cassidy was honorably discharged
from the Marine Corps in October, 2002. He has state certification
as a General Appraiser. Clay has completed many appraisals on
complex multi-use and single-family residential, commercial and
industrial properties, including large projects for several Urban
Redevelopment Authorities. These include acquisition and
development, pre-foreclosure and ad Valorem tax appeals.

Bruce Lydic, Commercial
Appraiser
Bruce has been employed by West Penn Appraisers, Inc. since
November, 2004. He has state certification as a General Appraiser,
and is also a HUD approved FHA appraiser. Bruce has completed many
appraisals on complex multi-use and single-family residential,
commercial and industrial properties. These include acquisition and
development, pre-foreclosure and ad Valorem tax appeals, as well as
large projects for several Urban Redevelopment Authorities. In
addition, Bruce honorably served his country in a radio
communications as a Sergeant in the US Army’s 2nd Armored Division.

Fern Clark Cassidy, Finance
Director
Fern has worked at West Penn Appraisers, Inc. for
since 1993. She graduated from Grove City College in Elementary
Education. Fern taught for several years in the North Hills School
District and in the state of Delaware. She is our Financial Director
and handles problems and questions regarding any and all financial
issues. Fern also assists our marketing team and is on the Board of
Directors.

Susan Herm, Network
Administrator
Susan has been with West Penn Appraisers, Inc. since December, 1997. She has an Associate of Science degree from Community College of Allegheny County. Susan manages our computer network, reviews commercial appraisals and assists the marketing team with the development of our marketing tools. She also deals with all technical related questions, and is the contact person for our Status Online program. Janet Jordan, Review
Appraiser
Janet has been with West Penn Appraisers since June, 1992. Before coming to West Penn Appraisers, Inc., she was affiliated with Northwood Realty as a Real Estate Salesperson. Janet also worked for a financial institution where she originated and closed mortgage loans. She earned a Bachelor or Arts Degree from the University of Pittsburgh. Janet provides research assistance for the residential department and is the in-house residential review appraiser.

Beth Klutts, Office Manager
Beth has been employed by West Penn Appraisers, Inc. since June, 2003. She was previously an Assistant to Office Manager, but has recently been promoted to our Office Manager. Prior business experience includes Office Manager for Environmental Technology Specialty Services, Inc. and US Liquids from 1986 to 2003, where she worked closely with clients and performed all administrative duties.

Darla Royce, Assistant to the Office Manager
Darla has been an Office Assistant with West Penn Appraiser's, Inc. since March, 2000. Her duties include customer service, expediting orders, and data entry. Prior to her employment at West Penn Appraisers, Inc. Darla was the Senior Assistant Manager for a retail company. She recently received a promotion to Assistant to Office Manager in 2008.

Hans Waber, Construction Draw Inspector
Hans has been with West Penn Appraisers since August, 1995 as a Construction Draw Inspector. He is an Appraiser Assistant and inspects residential and commercial properties, serving as a go-between for the mortgage companies, borrowers and builders. He has also had his Real Estate Sales License since 1997 (includes completing continuing education classes in real estate). Before working for West Penn Appraisers, Inc., Hans spent five years in the banking industry and a short time in residential construction.
